中心坚信中国能够通过自己的努力，基本满足社会对农产品不断增长的需求，解决贫困人口的温饱问题，有效地减少贫困人口，统筹城乡协调发展，实现全民的共同富裕；中心也坚信农业现代化将对中国经济的发展做出贡献。中心的使命是通过开展科学、严谨的理论和应用研究，分析中国农业政策决策者与生产者面临的问题和挑战，分析农业和农村经济发展的限制因素，为决策者（政府和企业）提供科学的决策依据；在确保资源合理利用和农业持续发展的基础上，提出实现经济可持续发展目标需要的政策选择；推动农业经济及相关的应用经济学科的发展,培养农业经济和政策研究领域的高层次研究人才；架起国际交流的桥梁，加强中国农业经济学家、资源环境专家与国际同行的交流；促进中心研究成果的传播，使中心研究的成果服务于政府和社会。

CCAP-CAS firmly believes that China can, through its own hard work, satisfy its growing demand for agricultural goods increasingly efficiently and sustainable, effectively reduce poverty and realize balanced rural and urban growth and development that benefits all. In addition to this, CCAP-CAS believes that the modernization of agricultural will contribute to China’s economic development. CCAP-CAS’s mission is to expand and develop rigorous basic and applied research to analyze the problems and challenges facing China’s agricultural policy-makers and products, as well as the factors contributing to constrains on agricultural and rural economic development so as to 1) provide a scientific foundation for policy-makers (both government and private), 2) suggest needed policy choices for realizing the goal of sustainable economic development based on rational use of natural resources and the sustainable development of agriculture, 3) promote the development of agricultural economics and related applied sciences,cultivate highly skilled agricultural economists and policy researchers, 4) bridge the dialogue between Chinese and international agricultural economists and geographers and, 5) accelerate the dissemination of CCAP-CAS’s research results to a wider public as a service to government and society.
